Born on 1 August 1803 at North Cray, Kent, England, the second son of the Rev. Robert Russell. Educated at St. John's College, Oxford University (B.A.,1827; M.A.,1841; D.D.,1842). Also received a D.D. from Cambridge University in 1847. Ordained deacon in 1827 and priest in 1828. Curate of Leyton, Essex. Curate of Seveboaks, Kent. Perpetual curate of Plaistow, Essex. He married on 14 July 1829 at Westerham, Kent, England to Frances Maria Streatfield. Chaplain at Naples, Italy (1833-35). His wife died in 1834. Vicar of Sandgate, Kent (1836-38). He married secondly, on 5 December 1836, at St. James the Apostle, Dover, Kent, England, to Anna Maria Woodcock. Vicar of Ash-next-Wingham, Kent (1838-42). A six preacher in Canterbury Cathedral. Consecrated Bishop of Van Diemen's Land in Westminster Abbey in 1842. Arrived at Hobart, V.D.L. in July 1843. Possibly arrived at Melbourne on 7 February 1849 per "Swan" from Launceston. Bishop of Tasmania to 1863. Rector of Bolton Percy, Yorkshire (1864-65). Retired to Lake Maggiore, Italy. His second wife died in 1868. He married thirdly on 19 April 1870 to Flora Elizabeth Agnes Muller. Died on 7 April 1879 at Vignolo, on Lake Maggiore, Italy, and was buried at the British Cemetery, Stresa, Italy.
