Born 25 October 1819 in Birmingham, Warwickshire, England and baptised 31 December 1821 at Wolverhampton, Staffordshire, England, the son of James Clowes, agent and lawyer, and his wife Mary Ann. Was a printer and stationer in Wolverhampton in the 1840s in patrnership with William Sleigh. He married on 18 September 1842 at Wolverhampton to Sarah Bate. Arrived at Melbourne, Port Phillip District on 28 August 1848 per "Union" from London, England, with his wife and daughter. Schoolmaster at the Barrabool Hills, near Geelong. Ordained deacon on 15 June 1851 at St James Cathedral, Melbourne and priest on 21 December 1853 by Bishop Perry of Melbourne. Appointed to St. Mark's, Collingwood (1852-58). Returned to England in 1856 and resigned from there. His first wife died in December 1861. He married secondly, at St. James, Abson, Bristol, Gloucestershire, England to Annie Eyles. Curate of Westleton, Suffolk, England (1858-61) and vicar there from 1861 to 1887. At Boyton, Suffolk, England from 1887 to 1891. Died on 8 February 1891 at the Rectory, Boyton, Suffolk, England and was buried on 13 February 1891 in St. Peter's Churchyard, Westleton, Suffolk, England.
